STATE AND BUSINESS: THEORY AND PRACTICE OF MANAGEMENT
This study aims to conduct a bibliometric analysis to reveal the status of human resource management (HRM) studies in Post-Soviet countries while exploring research trends and future directions.
Methodology. We have used bibliometric analysis to examine a bibliometric data. Web of Science database was chosen because it ensures that the studies identifi ed for analysis are relevant to the fi eld. In total, 133 articles were selected for bibliometric analysis. The VOSviewer software tool was used to construct and visualize bibliometric networks. Overall, these methods provide a comprehensive and reliable picture of the state of research in the fi eld being studied.
Originality / value of the research. This study is the fi rst bibliometric analysis of HRM in Post-Soviet countries research. It contributes to the literature by bringing HRM studies in Post-Soviet countries and revealing the current position of the inquiry by determining the most cited authors, articles, journals, and organizations.
It also sheds light on the future directions in HRM research in Post-Soviet countries.
Findings. The fi ndings revealed that the most frequently used keywords were Human resource management, Russia, hrm practices, and fi rm performance. Bjorkman et al. (2007) were the most cited authors and Minbayeva et al. (2003), Andreeva & Kianto (2012), Bjorkman et al. (2007) were the most cited documents in HRM in Post-Soviet countries. The study also revealed a focus on human resource management, performance, capitalism, model, and transition economies. Additionally, the study found a trend toward exploring the HRM practices in MNCs and knowledge management. If research in the fi eld of HRM was diligently conducted in Kazakhstan from post-Soviet countries in early 2010, then research on the practice of personnel management in Kyrgyz enterprises actively began to take turn from 2018.
The purpose of this study is to determine the impact of the ongoing economic crisis and increasing social tension among the working population in the Republic of Kazakhstan, which is of great importance for the development of the country's economy.
Methodology. In the process of research, general scientifi c methods such as analysis, synthesis, induction, deduction and comparison are applied. A special method of quantitative analysis is also actively involved, including grouping of primary data and statistical observation.
The originality / scientifi c value of this work is due to the growth of problems in the economy of the Republic of Kazakhstan caused by the global crisis and, as a consequence, the formation of anti-crisis management and the development of human resource management methods in a crisis.

Purpose of the research. To examine the economic system of Kazakhstan and its key indicators, specifi cally labor productivity and growth levels.
Methodology. Results are justifi ed using a method of decomposition, which analyzes the fl uctuations in total productivity within and between sectors. The research involved an analysis of various sectors of the country from 2010 to 2021.
Originality / value of the research. After the pandemic period, the Kazakhstani economy experienced a decline in its main macroeconomic indicators and economic growth dynamics. Consequently, there is now a growing interest in understanding the relationship between employment structure and economic growth. In this paper, the authors discuss the crucial factors that infl uence the quantitative and qualitative aspects of the labor force, as well as the level of their utilization.
Findings. The signifi cant fi nding is the impact of contemporary development in Kazakhstan. As the country progresses, there is a noticeable shift of workers from agriculture to high-productive industries and services. This shift has been justifi ed using a method of decomposition, which analyzes the fl uctuations in total productivity within and between sectors
NATIONAL ECONOMY: DEVELOPMENT VECTORS
Purpose of the research. The present research is devoted to the study of the relationship between scientifi c capabilities and innovation eff orts. The purpose of the study is to assess the eff ectiveness of the development of innovative integrated structures in the real sector in Kazakhstan. Scientifi c research makes it possible to study the importance of innovative integrated structures and contributes to the literature on research and development and economic growth.
The research methodology was implemented by mathematical modeling. The assessment of the eff ectiveness of the development of innovative integrated structures includes the analysis of indicators refl ecting the results of the activities of the participants of the integrated structure, in particular universities in the form of scientifi c articles, innovative enterprises in the form of the volume of innovative products and scientifi c organizations in the form of patents.
The originality / value of the study is confi rmed and justifi ed by the lack of research on the calculation of the eff ectiveness of innovative integrated structures in the regions of Kazakhstan.
Findings. Innovative integrated structures are necessary to support the real sector of the economy, which is most prone to crises. To solve many of the challenges that our economy has faced in recent years, it requires the use of research in public policy and decision-making, not based on blind faith in scientifi c recommendations.
The purpose of the study is to consider the theoretical and empirical application of methods and models of vector autoregressions to analyze the infl uence of various macroeconomic variables in the construction of a monetary policy model.
Methodology. The research methods used are generalization of experience regarding the use of vector autoregressions, factor analysis, methodology for evaluating VAR models containing fi fteen real, price, monetary and external variables. A number of tests were conducted to assess the quality of the analyzed model: impulse response analysis, forecasting and simulations.
This article analyzes the infl uence of factors on each other, as well as the interpretation of the results, which can be further used to obtain practical recommendations for improving the methods of research and forecasting monetary policy.
Originality / value of the research. The paper analyzes the advantages and disadvantages of diff erent approaches in the construction of vector autoregressive models, both in the selection of factors and their preparation for use in the model. This article examines the observation period from 2010 to 2021, that is, before and after the introduction of the infl ation targeting regime, and the assessment of the pandemic shock in Kazakhstan, without aff ecting the shocks of 2022.
Findings. The work carried out made it possible to verify the applicability of vector autoregression methods, this statement is confi rmed by the inverse predictive power of the models. In this paper, the eff ectiveness of the proposed models was evaluated on macro factors in Kazakhstan.
The purpose of the study is to analyze the factors that contribute to the emergence and strengthening of educational inequality between urban and rural schools in Kazakhstan.
Methodology. To achieve this goal, the authors apply a systematic approach, methods of comparative analysis, generalization and systematization.
Originality / value of the research. The study is devoted to the analysis of the situation in the fi eld of educational inequality in the context of the type of area in the system of secondary education in Kazakhstan. The authors conducted a review of statistical materials, a literature review, as well as systematized and structured information on the factors infl uencing the gap in the quality and accessibility of education.
Findings. Based on the results of the study, the authors identifi ed areas where it is necessary to improve the approaches of state support for the secondary education system.
Purpose of the research – the organization and management of a tourist destination is a prerequisite for the development of the tourism market in the region. The article is aimed at considering the importance of a tourist destination for the sustainable development of the region, analyzing the current state of the industry and assessing the statistical indicators of such tourist destinations as Shchuchinsko-Borovskaya and Zerendinskaya, located in the Akmola region.
Methodology. Within the framework of the problem under consideration, the method of bibliographic analysis was used as the main research methods, with the help of which a review of the works of authors who studied this area was carried out. To assess the development of the tourist destination of the region in the analytical part of the study, economic and statistical methods were used. The development of the Shchuchinsko-Borovskaya and Zerenda tourist destinations in the Akmola region, included in the tourist grouping of the republican level, was characterized using the SWOT-analysis method. On the basis of abstract-logical methods, conclusions are drawn about the current state of the use of tourist destinations in the Akmola region for tourism purposes and proposals are formulated aimed at developing the industry.
Originality / value of the research. The results of the study allow making optimal decisions to improve the activities of tourist destinations.
Findings: the role of the tourism industry in the economy is determined, the specifi cs of the tourist destination as a category are characterized, the grouping of tourist destinations of republican and local signifi cance is considered in accordance with the tourist resources on the territory of the country, and the assessment of the current state of tourist destinations in the Akmola region is given.
The purpose of the study is to analyze the state of socio-economic development of the city of Khromtau, the only single-industry town with high potential in the Aktobe region, and use marketing opportunities in further development

Originality / value of the research. It can be used in the development of a roadmap for the development of the region, a comprehensive development plan by socio-economic assessment of the pace of development of the monotown Khromtau.
Findings. As a result of the study, based on the results of the study of the socio-economic state of the monotown of Khromtau, it was determined that the economic, social sphere, and infrastructure situation are at an average level. Chromite ore mined and exported to Khromtau is competitive in the world due to its rich ore content and has special properties of the hardest chemical element. Chrome ore makes the city of Khromtau a potential monotown for the coming decades. Nevertheless, the production left over from Soviet times and the level of deterioration of some infrastructure facilities in the city remains high. Despite the largescale work in this direction, in general, there are common problems characteristic of single-industry towns in Kazakhstan. The main goal of the development of single-industry towns should be the creation of new industries, improving the level and quality of life of people. Therefore, it is fi rst necessary to create enterprises as a point of growth, and then develop the infrastructure for revenues from these enterprises to the budget. To do this, it is recommended to form the image of a single-industry town.
Purpose of the study. The purpose of the study is to consider the basic principles of implementing lean and digital technologies in improving the effi ciency of large machine-building enterprises in the context of global changes.
Research methods – in the study, the justifi cation of the recommendations was carried out using methods of system analysis, as well as general methods of scientifi c cognition.
The originality / value of the research lies in the fact that without a comparative approach and defi nition of the basic principles of lean and digital technologies, the economic activities of large enterprises will not ensure their competitiveness. Therefore, it is necessary to pay more attention to the use of lean and digital technologies in ensuring the organization and effi ciency of the production process.
The article provides a comparative analysis of the eff ectiveness of the economy of mass, lean and automated production, the shortcomings and problems of the development of business processes in the activities of industrial enterprises are noted, taking into account today's reality.
Findings. The authors propose the main directions of the development of lean and digital technologies in the context of state programs and strategies for the development of mechanical engineering enterprises. In particular, the eff ectiveness of the introduction of lean and digital technologies depends on the development of the production infrastructure of the main production through subsidizing the activities of enterprises. The main conditions for the introduction of the principles of lean economy for enterprises of the machine-building industry, taking into account the micro- and macro-environment, are noted.
The analysis and evaluation of the following indicators was carried out: the index of thrift, the share of employees who have been trained in the introduction of lean technologies, the share of implemented labor rationalization initiatives, the dynamics of reducing paper document fl ow and the share of automation of the production cycle in order to determine the effi ciency of production.
Systematizing and analyzing the results of the study, I would like to adhere to the vectors of sustainable development of machine-building industry enterprises in terms of adaptation to the realities of the digital economy.
Conclusions on the development of business processes based on the use of lean and digital technologies in the activities of large enterprises are formed.
INVESTMENT, FINANCE AND ACCOUNTING
The purpose of this research is to conduct a comparative assessment of the country risk of the banking sector of the countries of the world using the methods BICRA from S&P and Bloomberg.
Methodology. As the main research methods were used: generalization, BICRA from S&P and Bloomberg methods, comparative analysis.
Originality/value of the research. The article provides a comparative analysis of the results of the assessment of country risks of the banking sector of the countries of the world according to the BICRA from S&P and Bloomberg methods based on current data for the last 3 years.
Findings. The results of the analysis showed that despite the diff erence between the BICRA from S&P and Bloomberg methods, the results are generally almost identical. There are exceptions in some countries.
According to the authors, this is due to the presence of accounting for currency risks in the Bloomberg methodology.
