NATIONAL ECONOMY: DEVELOPMENT VECTORS
The purpose of the research – comparative study of the impact of socio-economic factors on the current demographic development of the regions of Kazakhstan over the years of independence.
Methodology. The method of correlation analysis and the method of cluster analysis of multidimensional statistical and mathematical method for grouping the regions of the country according to their demographic potential were used to study the mutual influence of socio-economic and demographic factors based on many years of official data.
The originality / value of the research. On the example of Kazakhstan, the correlation of the influence of socio-economic and demographic factors on time periods was studied and analyzed. The thesis that the growth of the world-class population depends on the growth of its living conditions has been studied for a long time on the example of Kazakhstan, and it has been found that demographic development is formed not from a single economic factor, but from a combination of many factors. The study was carried out by grouping the regions of Kazakhstan in accordance with the demographic potential, grouped by multidimensional factors that characterize the demographic situation of the country.
Findings. Socio-economic factors influence the formation of the demographic situation, and the demographic trend that has developed under certain conditions, in turn, contributes to a trend change in the socio-economic situation of the country. In conclusion, it is proved that socio-economic and demographic trends are closely related to each other.
The purpose of the study is to develop the employment paradigm of the Republic of Kazakhstan, to develop more effective approaches to ensuring more effective employment of the population.
Methodology. The dialectical method of cognition, scientific generalization and classification methods, systematic and comparative analysis methods were used in the research. In addition to general scientific methods, balance and index methods, forecasting and planning methods were used.
Originality / value of the study: the factors contributing to the formation and development of the labor market in regions with excess labor are identified and analyzed.
Findings: In the process of determining ways to improve the labor market of a labor-surplus region, based on the principles of social, managerial and self-development of the regional labor market, an excess labor market was identified and its concept was developed using the example of the Turkestan region.
BUSINESS AND GOVERNANCE: ISSUES AND SOLUTIONS
The purpose of the study is to drawing attention to issues related to employment, release of personnel during the period economic recession and the crisis experienced by many enterprises currently in the Republic of Kazakhstan. The approach to anti-crisis personnel management in Kazakhstan recently becomes one of the objects of close attention, both from the outside state and employers. The article discusses some methods of human resource management in crisis conditions, leverage of administrative influence, contributing to the exit from the current situation on the labor market for the possible preservation human capital of enterprises.
Methodology. In the work on this article, such scientific methods were applied, as analysis, collection and processing of primary data, statistical observation and comparison, comparative methods.
The value of this study is in the analysis of the problems associated with the personnel management of enterprises in connection with the increasing economic crises.
Research results. Based on the analysis of the data obtained, we found that the anti-crisis measures of the post-COVID period led to an equalization of the economic situation in the Republic of Kazakhstan, the demand for highly skilled labor exceeds supply. The article considers and defines the main directions of the anti-crisis policy of the enterprise, including material and non-material stimulation and motivation of personnel, the development of corporate culture to retain highly professional employees. The main tasks of the HR department are aimed at mutual support of managers, specialists and employees of the enterprise through the development of effective anti-crisis measures.
The purpose of the research is to examine the business processes management practices taking place in higher education institutions concerning research and development, management of international relations, and make recommendations for improving the methods relating to business processes management in higher education institutions.
Methodology. This research is based on general scientific methods and tools, including statistical analysis, comparison, and survey. In total, 31 faculty and staff members of the university in Kazakhstan participated in the study. The data collected were unified and presented in the article.
Originality / value of the research. Understanding the opinion of the faculty and staff members toward business process management methods in the research field will contribute to identifying topical problems in the business process management followed in higher education institutions, thereby assisting in solving these problems and giving effective recommendations which can help improve strategic management in the higher education institutions.
Findings – We found that conducting scientific research, and improving relations with other universities has drawbacks that resulted in inefficient research output in higher education institutions. Moreover, less motivated faculty members and ineffective use of the research facilities result in the market of educational services.
STATE AND BUSINESS: THEORY AND PRACTICE OF MANAGEMENT
The purpose of the study is to assess the role of the state in business management in the context of the experience accumulated over the years of new industrialization and medium-term tasks for the formation of an export-oriented economy with high added value.
Methodology. The theoretical and methodological basis of the study was the key provisions set forth in the scientific publications of economists on various aspects of business management. The scientific and methodological apparatus includes a causal and current analysis of statistical data on the state of business in Kazakhstan. The basis for assessing the interaction between the state and business, the measures of state support for industry used are the concepts and concepts traditionally used in the study of entrepreneurial activity.
The originality / value of the study lies in the rationale for the transition from disparate tools of state support for business to a comprehensive system of stimulating its development.
The results of the study revealed the main reasons hindering the promotion of business in the domestic market and the entry of industrial enterprises into international markets. An assessment of various measures of state support for business within the framework of industrial policy is given. It is shown that both the implementation of state programs, despite significant funds, and measures of state support, have a supporting value on the manufacturing industry of Kazakhstan, which determines the pace of development of the economy of Kazakhstan as a whole, to a greater extent. Recommendations for building the capacity of industrial entrepreneurship have been developed and key areas of state regulation of entrepreneurship in the medium term have been identified.
The purpose of the research is to analyze the concept of public-private partnership and the practice of its implementation in the field of «green» economy to achieve sustainable development of the city.
Methodology – the study is based on scientific papers on the topic of public-private partnership, collected from the international databases Scopus, Web of Science for the period from 2008 to 2021. The main research methods include historical and logical methods, observation, analysis and synthesis.
Originality / value – the authors present the most common models of public-private partnership in different countries of the world, describe the development of the concept of public-private partnership in Kazakhstan, including the field of "green" economy.
Findings. The results of the study demonstrate the growing role of the private sector in the implementation of public-private partnerships to achieve the city's sustainable development goals. The mechanism of publicprivate partnership makes it possible to improve the quality and efficiency of services traditionally provided by the state, while reducing the financial burden on the state budget. The most successful models are publicprivate partnerships in the implementation of urban infrastructure projects based on «green» technologies and «green» financing. However, the number of «green» public-private partnership projects is significantly less than in other sectors of the economy. Currently, conditions have been formed in Kazakhstan for the implementation of the concept of public private partnership, however, in the field of green economy, this concept is not yet fully implemented. The main reason is the low profitability of projects, in this regard, it is necessary to provide in the legislation incentive measures for the development of public-private partnership by simplifying the procedures for concluding contracts, providing tax benefits, subsidies and revising the rates of fees for the provision of services.
The purpose of the research is to conduct a systematic analysis and assess the current state of the territorial organization of the system of settlement and population resettlement in Kazakhstan and its regions, as well as its management at the present stage of development. The author provides some specific suggestions for managing this problem.
Methodology of the research is studying the state of the territorial organization of the system of settlement and population resettlement, as well as theoretical and methodological aspects of its management, using various methods of analysis and synthesis. On the base of statistical indicators, methods of graphic, table techniques and diagrams were used. For the research, statistical information of the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan and their territorial bodies, published on their official websites, was used.
Originality / value of research – the study used various statistical methods and their approbation according to official statistics in Kazakhstan and its regions. Scientific and practical results of the study can be used in the development of programs for the development of population resettlement and strategies for modernizing the management of the territorial system of settlements. Separate theoretical and methodological conclusions and developments can be used as a basis for analyzing the socio-demographic development of the country and its regions and making managerial decisions.
Findings. On the basis of the study on the management of the territorial development of the system of settlements and resettlement of the country's population, measures are proposed to solve tasks and problems in the development and implementation of a unified system of settlement, based on a system of statistical indicators relating to the management of the development of the territorial system of settlements both in the country as a whole and in its regions: a change in the number of settlements due to the influence of various factors, including population migration.
The article presents modern aspects of the concept of «smart city», substantiates the importance of human capital for its creation and existence, describes the development of human capital through networks and «living laboratories». The current state of development of «smart cities» in Kazakhstan, as well as the formation and operation of networks and «living laboratories» for the development of human capital are described.
The purpose of the study is to analyze the current state of human capital development in «smart cities» of Kazakhstan through networks and «living laboratories».
Methodology – within the framework of the research a systematic approach was used, content analysis, synthesis, systematization, etc. were implemented.
Originality / value of the research – substantiation of the current state of problems and prospects of human capital development in the concept of formation of «smart cities».
Findings: human capital is a fundamental resource for the development of «smart cities», because their very concept is based on man himself and his needs; the current state of development of «smart cities» is characterized by increasing competition for human capital; the level of human capital development is the most important condition for the formation and further successful development of a «smart city»; the success of the development of «smart cities» depends on the quality of human capital development; networks and «living laboratories» – a qualitatively new tool for human capital development «smart city», which allows you to generate knowledge, share it, develop personal skills and experience of all users.
INVESTMENT, FINANCE AND ACCOUNTING
The purpose of this research: The aim of this scientific work is empirically investigate the firm specific and macroeconomic factors that influence the financial performance of real estate companies in the US and UK.
Originality / value of the research: The contribution of this empirical work is twofold. First of all, it is the first study where specific and macroeconomic variables are used to determine profitability of the real estate companies in US and UK, after global financial crisis period. Secondly, up to our best knowledge there is no study that employed political stability variable to determine profitability.
Methodology: To empirically investigate the relationship between the dependent and independent variables, we conducted regression analysis. To correct for autocorrelation and heteroscedasticity, feasible generalized least square (FGLS) model is employed.
Findings: Capital adequacy and capital structure, as well as management efficiency and corporate tax rate, were found to have a strong and significant impact on the financial performance of the real estate companies.
