Abstract

Purpose of the research – to determine the ways of renewal and social inequalities in the new institutional economy.

Methodology – historical and causal analysis.

Originality / value. The articulation of external compulsion with internal productive and social dynamics is a common explanation for the existence of open and diverse trajectories of occurrence. Here we show that they are also driven by the sectoral dynamics, the internal transformation of social relations, and the institutional dynamics that accompany the profound structural changes that "emerging" economies undergo.

Findings – systematization of scientists ' opinions on the formation of scientifi c views on the institutional economy and institutions.

Abstract

In modern public administration, new forms, technologies, and methods of management, largely borrowed from corporate business management, are spreading. In particular, Kazakhstan is currently actively implementing a project-oriented form of management.

The purpose of the study: to develop a system of predictors of effective project-oriented management in the state bodies of the Republic of Kazakhstan, necessary to determine the vectors of changes in the PM.

Methodology. The methods used in the work are the survey of managers, expert assessments and the construction of radar diagrams.

Originality / value of the research. The value of the research lies in the possibility of using the results of the work to improve the efficiency of project-oriented management in the state bodies of the Republic of Kazakhstan.

Results of the study: The main result of the study is that a system of predictors of effective project-oriented management in the state bodies of the Republic of Kazakhstan has been compiled. The system includes a set of metrics that assess the human factor and methodology, the order of their evaluation, the order of analysis of the evaluation results, the methodology for building private and general profiles of the readiness of state bodies for effective POM. These profiles can be used to determine the vectors of changes in the PM in order to improve the efficiency of POM in government agencies.

Abstract

Purpose of the research – to consider the impact of the coronavirus pandemic on the preparation of financial statements in accordance with IFRS in the context of digital transformation.

Methodology - in the process of the research, such general scientific methods as theoretical generalization, scientific abstraction, expert and analytical assessment, analysis of causes and consequences were used.

Originality / value of the research – an applicable methodology presented for reflecting the consequences of the pandemic in the financial statements in general, based on the analysis of the activities carried out by the IASB for the digital transformation of financial statements and based on the current edition of international financial reporting standards.

Findings – it was found that the outbreak of the virus and the pandemic had a significant impact on the pace of digitalization of all economic processes, including the preparation and provision of financial statements of companies, and also contributed to the acceleration of the digital transformation of the IFRS Foundation itself, which led to a need of a new 21st century reporting model in the language of business reporting.

The direct and indirect impact on the functioning of companies was not influenced by the virus itself, but by the methods of fighting against it. According to IFRS(IAS)10 current pandemic situation is not an adjusting event but a significant one. This means that companies, at least, should reflect this in the notes when submitting a report.

The ultimate impact of the COVID-19 pandemic on financial statements as a whole varies depending on the specific business risks and circumstances of any given company.

Abstract

The purpose of the research is to systematize and clarify scientific and theoretical approaches to determining the essence and economic content of environmentally responsible investment within the framework of the ESG-investment concept and to study the possibility of their implementation in Kazakhstani practice.

Methodology – the methods included scientific abstraction, inductive, deductive and comparative analysis. In addition, special methods were applied: comparison, monographic, normative, economic and statistical (statistical sample, economic grouping, calculation of statistical indicators, including absolute and relative values).

Originality / value – the obtained research results can be applied in Kazakhstan in improving the state policy in the field of "green" financing in Kazakhstan, responsible investment of measures to counter environmental threats.

Findings – the results defined the essence of responsible investment within the framework of the ESGinvestment concept, taking into account the unity of environmental, social and corporate governance factors. The analysis of the state and development of responsible investment in economically developed countries was held. Possibilities of forming an ecosystem of financial support for environmentally responsible investments in Kazakhstan were clarified. The factors constraining and stimulating the inflow of investments into green economy projects are highlighted, as well as measures of state support for the development of environmentally responsible investment in the country were proposed. The results of this research can be applied in Kazakhstan to improve the state policy in the field of “green” financing, responsible investment of measures to counter environmental threats and challenges.

Abstract

Purpose: This study aims to analyze how Corporate Social Responsibility (CSR) affects employees’ organizational commitment.

Design / methodology / approach: Data were collected through a self-administered survey questionnaire. A total of 230 complete questionnaires were obtained from restaurant employees in Kazakhstan. The Cronbach alpha, descriptive statistics, correlation analysis, and regression were employed to examine the association among corporate social responsibility and organizational commitment.

Findings: The findings reveal that employees show more commitment to organization if involved in CSR activities. Results reveal a significant positive relationship of all four perspectives of CSR with organizational commitment.

Practical and Theoretical Implications: This study sheds light on the reconsideration of CSR initiatives in developing loyal employees. This study also confirms the social identity theory and suggests that employees are social actors who join the organization if it best suits their self-interests, especially in context of CSR.

Originality / value: Notwithstanding the significance of CSR awareness, several studies have explored customers’ and firms’ perceptions, whereas only a few studies have explored employees’ CSR perceptions.

This study deepens the knowledge and aftermath of CSR from the employees’ perception. It is pivotal to know the employees’ perceptions of CSR activities for restaurant management because employees turn CSR statements into actions. According to our best knowledge, this is the first study that investigates the impact of CSR on the organizational commitment of service sector employees in Kazakhstan.

Abstract

The purpose of research is to identify the relationship between the ownership and earning management on a sample of companies of the oil and gas and metal and metallurgy industries in Russia.

Methodology. Panel data regression analysis was conducted to test research hypothesis. Research covers the data for 2010-2016 periods in regard to two industries – oil and gas production and refinery, ferrous and non-ferrous metallurgy. The theoretical and empirical research suggests that the ownership structure plays an important role for the company performance following the studies of Liu and Lu [1], Ali Shah, Ali Butt and Hasan [2] and Hassan [3].

The originality / value of the research. This study examines the impact of the degree of government and foreign ownership, and the size of entities on corporate earning management measurement, up to our best knowledge there is limited studies conducted on this subject.

Findings. According to Strukova [4], Vidyapin and Stepanov [5], Russia heavily relies on the export oriented industries like oil/gas and metal/metallurgy. Therefore, understanding of the corporate governance determinants of financial reporting becomes an important issue. The paper finds that foreign and state ownership together with size of entities are factors which reduce the effect of earning management.

Abstract

Purpose of the research. The aim of the study is to identify the characteristics of creative industries in a developing country like Kazakhstan and derive the main obstacles.

Research methodology. In this study, a descriptive analysis of the creative industries in Kazakhstan was carried out on the basis of a qualitative study (interview), in which 84 representatives of the following spheres took part: performing arts (26 %), design (20 %), craft (14 %), software and computer systems (13 %), music (13 %), cinematography (6 %), architecture (3 %), television and radio (2 %), interactive entertainment programs (3 %).

Originality / value of the research. The concept of creative industries is gaining in importance and infl uence in both developed and developing countries. The results of the study are valuable for both academic and political spaces, enriching the literature with theoretical and practical recommendations for improving the development of creative industries.

The results of the study. As a result of the study, codes were identifi ed, united into groups that formed the following categories: business model, motivation, fi nancing, technology, networks, barriers, position of Kazakhstan and COVID-19, according to which a qualitative analysis of domestic creative industries was carried out. As a result, the decoding of each code revealed that the bulk of the industry representatives (38 %) are individual entrepreneurs, 31 % are freelancers, 21 % are LLP representatives; the main source of funding are the representatives of the industry themselves (65 %), lending (17 %) and government support (6 %), which indicates a low involvement of government agencies in the development and support of creative industries. To eliminate barriers to development, it was proposed to increase the level of state involvement in the form of fi nancial and legal support, to establish communications with foreign representatives to exchange experience and improve the qualifi cations of domestic specialists, etc.

Abstract

Based on the conducted research, the article develops an approach to a new hotel format that will ensure the satisfaction of tourists requests.

The purpose of the research is to form the concept of a hotel on the segment of the Great Silk Road based on the conducted marketing research.

Methodology. The research methodology includes desk studies of secondary information and fi eld studies in the form of a consumer survey.

The originality / value of the researchlie s in the fact that the proposed project is reasoned and justified by the results of the research. The new format of the hotel is aimed at creating a range of services that takes into account the needs of tourists. The most effective sales channels and the most significant quality characteristics for the new hotel were selected. The concept of the hotel is more in line with the needs of foreign and domestic tourists who come for educational purposes.

Findings. The results of the study showed that there is no hotel on the Great Silk Road segment that offers a wide range of services, is highly comfortable and focused on good service. Recommended online booking systems for this type of hotel: introduction of the Amadeus booking system, application of Internet resources, GDS and third-party websites. When forming a hotel quality policy, it is necessary to take into account such characteristics as a complete set of rooms, security and high speed of service.
