THEORY AND METHODOLOGY OF ECONOMIC SCIENCE

Abstract

Purpose – (i) to analyze the alternative to current economic «mainstream» theories dealing with the nature of international capital migration (including in the form of FDI) and the problem of the foreign capital impact to the host economy; (ii) to consider the possibility of applying the alternative theoretical approaches for assessing the role of foreign capital in the economy of Kazakhstan (including in the form of FDI).

Methodology – General scientific and economic methods are applied: historical and normative analysis, induction and deduction.

Originality/value – The author conducts a retrospective analysis of the theoretical views on the role of foreign capital in the host economy (including in the form of FDI) that do not belong to schools of economic "mainstream": (neo-) Marxist theory, theories of dependency, the theory of unequal exchange, and worldsystem approach. Aiming a deeper understanding of the impact of inflow of FDI to the economy of Kazakhstan the possibility of mentioned non-mainstream economic theories appliance is considered.

Findings – In the result of the study the author derives the following assumptions: (i) the theoretical apparatus of the neo-liberal theory of «Modernization» as well as the models of «Catch-up development» are not an adequate tool for the assessment of the role of foreign capital in the economy of Kazakhstan (including in the form of FDI); (ii) the application of conceptual framework of the theory of unequal exchange and worldsystem analysis (Prebisch, Wallerstein, Frank, Furtado and others) are seen as more suitable in the sociohistorical and economic conditions of Kazakhstan.

Abstract

Purpose – is to analyze the theory and practice of public-private partnership in Kazakhstan.

Methodology – during the research a wide range of methods was used, including: systematic, theoretical generalization, groupings, statistical data processing method, comparative analysis, method of scientific abstraction.

Originality / value – determined by the study of the theory and practice of SPP in Kazakhstan.

Findings – based on the results of the study, a literature review of the interpretation of the essence of public-private partnership was given. Analysis of PPP practices in Kazakhstan made it possible to conclude that the expansion of public-private partnerships is a great potential for the development of entrepreneurship. To attract private capital, it is necessary to use all possible types and forms of PPP: trust management of state property, service contracts, etc. At the same time, it is necessary to maximally dispose and speed up all the approval procedures, especially for small projects.

Findings – trends in development, factors and effectiveness of state financial control services, as well as ways of developing innovative services identified.

Abstract

Purpose – the study has two main objectives. First, it is aimed at proving that the price of oil affects the fall of the stock index through the deterioration in the credit quality of the oil-exporting country as Kazakhstan. The second objective of the study is to study the effect of oil price volatility on the stock index and the interest rate as one of the main indicators of macroeconomic policy.

Methodology – this study was carried out in program R. The quantitative approach includes variance in the structural model of VAR. It is based on the data of monthly time series for Kazakhstan, for the period from August 2000 to August 2017, that is, 205 observations, for zt = (prodt, reat, rpot, kaset) where prodt is the percentage change in production in the world crude oil market, reat the real economic activity index, rpot real oil price, and kaset KASE stock index. The forecast-error-variance decomposition has been carried out, which allows one to assess the impact of structural shocks in the crude oil market on the variability of the KASE index, the impact of structural shocks in the crude oil market on exchange rate volatility and the impact of volatility from structural shocks in the crude oil market on exchange rate volatility, respectively.

Originality/value – in the context of globalization, the main indicator of the economic stability of the country are oil prices. The period under study includes significant volatility and two sharp falls in oil prices. The originality of the work lies in the fact that the volatility of world oil prices and its impact on the stock market of the Republic of Kazakhstan will be studied. The authors will also investigate the creditworthiness of the country, taking into account that Kazakhstan has been an oil producing country for many years. Based on these data, the authors explore a number of factors, such as aggregate demand, the dollar index and market fear (VIX), also including the prices of quoted products on the exchange (copper, gold). An analysis of the links between these variables will help to better understand the causes of the disruption of the relationship between stocks and oil.

Findings – according to the conducted studies, the authors found that aggregate demand is the strongest factor affecting the stock index. Also, this study showed that during the analysis period, the impact of oil production shocks on the equity market is insignificant on average and they can be neglected, while a fall in oil prices affects the financial condition, damaging the solvency of the oil-exporting country as Kazakhstan. Shocks of aggregate demand affect the stock index and account for at least 12% of its volatility, but in the long run, oil prices account for about 61% of the total variance in the stock index. With a positive shock of aggregate demand, the stock market index tends to grow. The authors believe that the decline in oil prices is associated with a worsening in the credit quality of the country, where the reduction is statistically significant and tends to last for a long period. Credibility can be a leading indicator of financial conditions and economic activity, as a consequence of macroeconomic policies aimed at stabilizing the credit crisis. Moreover, the result indicates that an increase in economic activity may have a feedback to oil prices in the medium term, which in turn may affect expectations about future economic conditions.

Abstract

Purpose – The article presents an analysis of the state, development and application of effective communications in the management of the organization's personnel, to identify the role and importance of effective communications in the management of the organization's personnel, as a moving factor to the success of the company.

Methodology – This study was conducted using a deductive research method, in which communication was seen as an effective management tool were identified the main aspects of the development of effective communication in the organization, which leads to an important role for the development of effective communication through best practices. In the course of the research, the survey of employees of companies such as TBM Kazakhstan, White wind, JSC NC KTZ proved, as a result, the relevant conclusions were made, which became the solution of Postal goals in the research.

Originality/value – The authors described the main aspects of the development of effective communication in personnel management in the organization. Based on the study of research of foreign and domestic scientists in the application of communications and influence the development of effective communications management, identifies the problems and suggests ways and means to resolve problems in the development of effective communication in the organization personnel management and ways of their solution. As an example, the processes in such Kazakh companies TBM Kazakhstan, White wind, JSC NC KTZ were considered.

Findings – The results of the study showed that the main tool in the successful personnel management of the organization is the development of effective communication in management. The communication is the communication process needed for any important management action that the Manager role is one of the most important. An effectively functioning communication system allows you to set the transparency in the relationship between company management, broadcast goals of the organization and professionals, including those working with clients. As a result high company control, sensitive response to the change of the market situation, a higher quality of customer service, increased staff motivation, involvement in the management of the organization. Thus, effective management begins with the development of right built management actions. Communications are the connections between functions, departments of the management system, between people. Effective communications were considered, as a result of a survey of employees of such companies as TBM Kazakhstan, White wind, JSC NC KTZ, identified the main aspects that the implementation of effective communications is a linking process that has a positive impact on the company's activities

Abstract

Purpose – The main objective of the research is to study the theoretical foundations of project management in Internet commerce and build an economic model for managing the transformation of the traditional form of conducting business activity of a trading enterprise into an electronic one. According to the purpose, the following tasks were set and solved in the work: the study of the theoretical foundations of electronic commerce as a new form of conducting business activity on the Internet; a study of the state of electronic commerce and the factors that determine its development.

Methodology – In the work were used general scientific methods of observation, analysis, synthesis, comparison, induction, deduction. During the research, was used a complex of general scientific methods of cognitive activity, observation and comparison, including system-structural, logical and other methods of research.

Originality / value – it all depends on the development and development of the electronic commerce market, as well as the increased use of project management in Internet commerce.

Findings – the use and implementation of the methodology of project management in Internet commerce is promising and relevant, the theoretical and practical foundations described by the author can be used by enterprises and individuals engaged in electronic commerce, as well as in the management of Internet projects of other kinds. A feature of the theoretical significance of the article is that the author proposed a classification of Internet projects. This classification will allow the most accurate positioning of the project in Internet commerce and on this basis to develop effective methods for its organization and management.

Abstract

Purpose – to study how transnational corporations can contribute to solving economic problems, by establishing links with local actors and how these links can influence the improvement of economic growth opportunities in host countries.

Methodology – as the main research tools were used deduction, also conducted deep interview with the representatives of a subsidiary of a large French multinationals in Kazakhstan. The study used both primary and secondary data, secondary data were collected using desk studies.

Originality/value – linkages studies are important for policymakers in developing countries to attract transnational corporations to the local economy. In particular, firms that have feedbacks with suppliers need to spread knowledge and skills to help suppliers upgrade their technologies and skills. Firms seeking to do business in emerging economies will also benefit from research as an emphasis on a more collaborative approach with local authorities to incorporate sustainable goals into corporate social responsibility.

Findings – based on the previous researches revealed that the activity of the transnational corporation has a positive effect on the development of local subjects of the market.

Abstract

Purpose – to conduct an analysis of research methods of Internet-advertising to improve the competitiveness of the hotel business in the Republic of Kazakhstan.

Methodology – the method of marketing analysis, the graphic method, as well as general scientific methods are used: synthesis, analysis, comparison, generalization.

Originality/value – the research is focused on the direction of its results to ensure effective use of contextual advertising in the activities of the hotel business. The authors conducted an analysis of the methods of Internetadvertising, which allows hotel enterprises to expand the range of services, generate demand for the future, diversify and adapt the programs for serving the target customers, provide timely analysis of the quality and level of consumer satisfaction, and thus provide better customer service in comparison with competitors.

Findings – The development and implementation of advertising campaigns of the hotel is an important part of its marketing communications and acts as one of the key tools for creating a competitive advantage in selected markets.

The improvement of Internet advertising technologies is currently one of the main tasks for increasing the competitiveness of the hotel business in the Republic of Kazakhstan.

Abstract

Purpose – The purpose of this study is to analyze theoretical foundations of knowledge management competence and identify underlying characteristics of knowledge management competences necessary for successful strategic development of an organization.

Methodology – The study was carried out using secondary data, in particular scientific articles with theoretical and empirical studies of foreign scientists conducting research in the field of knowledge management.

Originality / value – The author describes the concept of knowledge management competencies. Based on the study of foreign scientists' research in the field of knowledge management, the author presents the definitions of such concepts as individual and organizational knowledge competence, core and distinctive competence, dynamic capabilities, knowledge assets, and also identified the necessary skills for forming knowledge management competences for individual and organizational development.

Findings – According to the results of the research, it can be concluded that for the successful formation and development of knowledge management system, it is necessary to  create  knowledge  competence, where the main factor is knowledge and its key role in the organization. And also, the success of knowledge management is possible only if there is a clear knowledge management strategy, supportive organizational culture, management style, and flexible structure.

Abstract

Purpose – the main purpose of paper is evaluate degree of trade openness of Kazakhstan towards Eurasian Economic Union and identify whether the Union had effect on the Kazakhstani enterprises.

Methodology – In this article, we use some principles of the collection, analysis, and management of qualitative data. We surveyed two hundred top executives of companies of all sizes, based in Kazakhstan.

Originality/value – Based on the results government and Eurasian Economic Union institutions could improve policy of further integration development.

Findings – Most of companies from primary and tertiary sector did not had an effect of Eurasian Economic Union on their business. Majority secondary sector companies responded that Eurasian Economic Union had effect.

Abstract

Purpose – Consideration of the foreign experience of cluster development of the economy as one of the factors of increasing the competitiveness of national economies. Originality/Value – The author describes the model of cluster development and identifies the main advantages and weaknesses of national cluster policies.

Findings – In conclusion of the study, the interacting factors that shape the innovation environment, a favorable investment climate in the regions and an innovative structure for the cluster participants are considered.

Abstract

Purpose – Aral Sea governance is a practical problem facing the construction of Silk Road Economic Belt. This article points out that the proper and effective approach to Aral Sea governance is agricultural modernization.

Methodology – In this research were used case study and comparative study approaches.

Originality/value – The article discusses the history of the Aral Sea as the course of repeated cycles of “filling-drying-filling”. Based on scientific findings, it is stated that today the Aral Sea is in the transition from the previous drying to a next filling. Seeking solutions for restoration of the Aral Sea has become increasingly urgent.

Findings – Taking advantage of this favorable chance, will have to program for the restoration of the Aral sea with the method of “returning water to the Aral sea”, carrying out large-scale agricultural modernization with the use of efficient water-saving agricultural techniques and measures. The feasibility is testified by the article.

Abstract

Purpose – show the relevance and necessity of environmental policy along the construction of the economic belt of the New Silk Road. Research meets the priorities of scientific, technical and social development of the Republic of Kazakhstan.

Methodology – analysis of reasons and consequences of a current problem, systematic, statistical, computational and analytical methods, method of monitoring economic and statistical analysis,groupings, comparisons and expert assessments. In addition to the traditional methods of scientific research, SWOT analysis, the scenario method was applied.

Originality/value – consideration of the concepts of «environmental policy», «environmental risk», «intercountry   cooperation»,   «environmental   problems»,   «water   crisis»,   «sustainable   development»,«environmental economics», «green economy»,  «innovative  economy»,  as  trends  in  economic  science of Kazakhstan, that contribute to the well-being of the population, improve international cooperation and integration of Kazakhstan into the world economic space.

Conclusions – taking into account the growth of environmental risks along the New Silk Road, which can take the nature of the ecological crisis, the need to introduce environmental policy, that is, the need to direct joint activities in accordance with environmental standards to maintain the ecological balance and sustainable development of the Republic of Kazakhstan. To minimize environmental risks along the New Silk Road, it is necessary to implement the main directions of environmental policy. The main directions of environmental policy should be formed with the participation of all nature users, in this case the countries participating in the New Silk Road construction project or environmental policy actors. Environmental policy along the New Silk Road should be linked to the specific economic, social, political and cultural development of the project itself and its initiators.
