Abstract

The purpose of the scientific article is to provide a general economic analysis of the implementation of state programs, as well as to provide recommendations on the need to introduce project management approaches in the public sector of Kazakhstan.

Methodology. In the process of writing the proposed article, the following methods were used: studying the review of advanced literature on the research topic, comparative evaluation, economic, system, tabular and qualitative analysis.

The value of the work involves the implementation of economic assessment and comparative analysis based on the implementation of national programs and projects in Kazakhstan. At the same time, the expediency of implementing the principles and standards of project management in the state bodies of Kazakhstan is justified. In addition, problems were identified and recommendations for improving the state management of national programs were presented.

Findings. The main results obtained include the following provisions: a brief economic situation and a review of the literature on the application of project management; analyzed the staff and actual number of civil servants; conducted a General assessment of existing state programs; determined the results of the state audit on the targeted use of budget resources based on the implementation of the "Employment Roadmap for 2020-2021"; identified the reasons that hinder the effectiveness of state programs; recommendations for improving the system regulation of state programs and projects in Kazakhstan are proposed.

Abstract

The purpose of the research is to study the concept, the main stages of the professionalization process; to consider the ways of professionalization of the state apparatus in the Republic of Kazakhstan; to analyze the key parameters of the new Kazakhstan model of civil service.

Methodology - statistical and comparative analysis, generalization, observations, identification of problems and search for solutions.

Originality / value of the research. The article elaborates on the theoretical and practical features of the professionalization of the state apparatus. The main ways of forming the state apparatus are considered: modernization of the system of entering the civil service, improvement of the filling vacant positions process, adaptation, introduction of a new pay system by factor-point scale, professional development of civil servants.

Findings. Based on the analysis of various definitions, the concept of “professionalization” has been clarified. The author presents the main changes in the legal documents on the civil service of the Republic of Kazakhstan. In the course of the study, the results of the work done within the framework of the professionalization of the state apparatus in the Republic of Kazakhstan were revealed. The quality of the state apparatus primarily depends on civil servants and their work, which reflects their professional level.

Abstract

The purpose of the research is to study the factors that have a direct impact on the condition of the labor market of the Turkestan region and its labor surplus.

Methodology. For the purpose of the study, the following methods were applied: dialectical method for economic processes and phenomena, methods of groupings, classifications, synthesis and analysis (economic, statistical, didactic, comparative and descriptive).

Originality / value of research: revealed and analyzed the factors influencing the formation and development of the labor market in labor-surplus regions.

Findings: the factors influencing the labor surplus of the region were identified and classified and their own definition of labor surplus was given; the analysis of the socio-economic indicators of the Turkestan region in comparison with other regions of the country was carried out and an assessment of the severity of the crisis situation in the labor market was given in relation to the studied indicators; the ways of increasing the efficiency of employment of the population in the Turkestan region of the Republic of Kazakhstan are proposed.

Abstract

The purpose of the research consists in the analysis of the system of local self-government in modern conditions in the Republic of Kazakhstan.

Methodology. During the study, the methods of comparison, generalization, analysis and synthesis were used, in accordance with which the world and Kazakhstani experience of the development of the local selfgovernment system is shown.

Originality / value. In the course of the analysis and study of the world experience in the development of local self-government, the possibilities of further improvement of the Kazakh model of local self-government were identified.

Findings. The author's developments can be used by governing bodies of all levels responsible for solving the problems of socio-economic development of rural areas.

Abstract

The purpose of this study is to observe the effects of bank-specific and macroeconomic variables on the financial performance of conventional banks operating in new classified countries (countries with negative interest rates) over the period of 1997-2017.

Methodology. In order to empirically investigate profitability determinants, we employed OLS method (FGLS panel-data model).

The originality / value of the research is empirical research on determinants of profitability in the new classification of countries: countries with lowest interest rates in the world.

The findings show that bank specific and macroeconomic variables are very crucial in explaining the profitability. For example, capital adequacy negatively affects NIM which means that higher bank capital to total asset ratio may lead to decrease of net interest margin. Similarly, bank efficiency ratio is negatively related to NIM meaning that higher costs negatively influence to profitability of bank.

Abstract

The purpose of the research is to determine the possible impact of the introduction of the new standard IFRS 15 on the accounting of revenue from construction contracts and, as a result, on the reporting indicators of companies.

Methodology - the Research was conducted on the basis of an abstract-logical approach. The methodological basis is a system analysis.

Originality / value - The article discusses changes in the methodological and methodological nature of the recognition of revenue under contract agreements in IFRS. A comparative analysis of IFRS 15 «Revenue from contracts with customers» and current standards on revenue in construction was carried out.

Findings - The article substantiates the importance of applying IFRS 15 in construction organizations; identifies patterns (or their absence) related to the impact of reporting and parameters on a potential user of reporting - an investor; and also determines the potential impact of the new standard IFRS 15 on accounting for long-term construction contracts and, as a result, on the company's reporting performance.

Abstract

The article examines the strategic management of commercial banks abroad, using the example of large and growing banks of the Russian Federation, including those actively working and advancing in the markets of other EAEU countries. Studying this experience is useful for Kazakh banks, which are building their own development strategies.

Purpose - determination of the main features of the formation of development strategies for foreign banks on the example of Russian Sberbank, VTB, Alfa-Bank, Tinkoff Bank and others.

Methodology - analysis of key indicators of the development of Russian commercial banks and the implementation of strategies by these banks, analysis of changes in key indicators over several years, analysis of news content of the banking market.

The originality / value of the work lies in the generalization of the experience of foreign (Russian) banks in the formation and implementation of the strategy, which can be valuable and useful for Kazakhstani banks.

Conclusions - at present, Russian commercial banks are building their strategies in different ways: consolidation through acquisitions, bank development without increasing the number of offices, but only on the basis of remote services, the introduction of FinTech and complex IT systems, with process optimization, and the creation of eco-systems. This is determined by the size of the bank, its capabilities, risk appetite and aggressive policy. This experience is not always successful, but it must be taken into account by Kazakhstani banks for successful development.

Abstract

Purpose of research: Explore the current critical success factor (CSF) literature of IT project implementations. Methodology: The journals were searched using key terms identified in the preliminary literature review.

Originality /value of research: This study provides a literature review to identify the critical success factors in IT project management that must be adhered to in order to be successful. Literature review was carried out using primary journal articles not earlier than 2005. A comparative analysis of CSFs IT projects between countries was carried out.

Findings: IT Project is a complex campaign that combines success and failure. It's a sophisticated implementation process, especially in developing countries, which often takes several years, huge amounts of funding and includes business process reengineering. To cope with IT project failure, organizations should use tools, techniques, and CSFs in managing their IT projects. This article overviewed the widespread factors of success in IT projects and analysis of articles on CSF detection in countries such as India, Pakistan, Malaysia, Saudi Arabia, Norway.

Abstract

The purpose of the research is to evaluate the advantages and identify problems of digital economy development in Kazakhstan.

Methodology. The methodological basis of the article is the study of official information from open sources of state and other bodies, the current legislation of the Republic of Kazakhstan, scientific articles and the experience of foreign countries.

Originality / value. We track events related to business strategy, competition, new marketing and customer service opportunities, the emergence of new sources of profit and competitive factors.

Findings. The significance of the digital segment of the economy in the activities of modern companies is determined. The positive effects of economic development from the mass introduction of digital technologies are outlined.

Conclusions. The study showed that total digitalization and introduction of information and communication technologies is a natural and natural process, and, therefore, inevitable.

Abstract

Purpose of research - to assess the multiplier effect of ecotourism development in the “Buiratau” State National Nature Park (SNNP) on the basis of economic indicators and statistical data.

Methodology - when studying the indirect impact of ecotourism on the economy of the Buiratau National Park, we used the method of statistical research, the mathematical model of the ecotourism - differentiated multiplier based on D. Keynes' theory of economic analysis, and methods for calculating the multiplier.

Originality /value - the research originality lies in the specification of practical provisions for the development and regulation of economic processes in the field of ecotourism, taking into account the specifics of the tourist services market and Buiratau National Park development. In this regard, the ecotourism multiplicative impact on the development of the Buiratau SNNP, in particular on the creation of jobs and incomes of the population, is revealed.

Findings - it was found that with a multiplicative coefficient k = 2.63, the expenses of each ecotourist and eco-excursionist in the amount of 189 USD bring additional income to the economy of the Buiratau National Park in the amount of 610 USD when making 10 turns (transactions).

Abstract

The purpose of the research is to study of domestic tourist resources, their analysis of the current state and material and technical base for the development of strategies and program documents for the development of tourism and hospitality at the meso-level on the example of the Zhambyl region.

Methodology. While writing this article, the authors used scientifically based methods and tools for processing statistical information. Also, the authors in their work relied on the material obtained by them in the course of full-scale field expeditionary studies as part of a team working on the town-planning project "Comprehensive scheme of territorial development of the Zhambyl region". In the analytical part, the authors studied the publications of domestic scientists and researchers, covering the development of various types of tourism in the Zhambyl region. In the process of the research, the methods of literary and publishing analysis, thematic SWOT analysis, research of sociological and statistical data, analysis of types of aggregate supply and demand, study of the risk factor of unclaimed types of tourism products adapted to the domestic tourism industry were used.

Originality / value of research. For the first time, a comprehensive study of the tourist and recreational potential of the Zhambyl region for the development of priority and promising types of tourism has been carried out, directions and mechanisms for the implementation of this direction of tourism are shown.

Findings. The promising priority types of tourism in the studied area are highlighted, the features of tourism are identified and its distinctive socio-economic activities are emphasized. The authors present the main directions of tourism development in the context of the relationship between the functional actions they perform (as a result of development) and the numerous factors that determined this development.
