Professionalization of the state apparatus: main stages and prospects

Abstract

The purpose of the research is to study the concept, the main stages of the professionalization process; to consider the ways of professionalization of the state apparatus in the Republic of Kazakhstan; to analyze the key parameters of the new Kazakhstan model of civil service.

Methodology - statistical and comparative analysis, generalization, observations, identification of problems and search for solutions.

Originality / value of the research. The article elaborates on the theoretical and practical features of the professionalization of the state apparatus. The main ways of forming the state apparatus are considered: modernization of the system of entering the civil service, improvement of the filling vacant positions process, adaptation, introduction of a new pay system by factor-point scale, professional development of civil servants.

Findings. Based on the analysis of various definitions, the concept of “professionalization” has been clarified. The author presents the main changes in the legal documents on the civil service of the Republic of Kazakhstan. In the course of the study, the results of the work done within the framework of the professionalization of the state apparatus in the Republic of Kazakhstan were revealed. The quality of the state apparatus primarily depends on civil servants and their work, which reflects their professional level.
