Application of project management in the implementation of state development programs in Kazakhstan
Abstract
The purpose of the scientific article is to provide a general economic analysis of the implementation of state programs, as well as to provide recommendations on the need to introduce project management approaches in the public sector of Kazakhstan.
Methodology. In the process of writing the proposed article, the following methods were used: studying the review of advanced literature on the research topic, comparative evaluation, economic, system, tabular and qualitative analysis.
The value of the work involves the implementation of economic assessment and comparative analysis based on the implementation of national programs and projects in Kazakhstan. At the same time, the expediency of implementing the principles and standards of project management in the state bodies of Kazakhstan is justified. In addition, problems were identified and recommendations for improving the state management of national programs were presented.
Findings. The main results obtained include the following provisions: a brief economic situation and a review of the literature on the application of project management; analyzed the staff and actual number of civil servants; conducted a General assessment of existing state programs; determined the results of the state audit on the targeted use of budget resources based on the implementation of the "Employment Roadmap for 2020-2021"; identified the reasons that hinder the effectiveness of state programs; recommendations for improving the system regulation of state programs and projects in Kazakhstan are proposed.
