Мақсат – Мақаланың негізгі мақсаты – Мемлекеттік саясатағы негізделген теория (НТ) әдіснамасын қолдану мүмкіндіктерін көрсету, оны түсіндірмелі модельдер құруға және басқару мен шешім қабылдаудың жасырын динамикасын ашуға бағыттау.

Әдіснама – Зерттеу НТ-дің тарихи дамуын, эпистемологиялық әртүрлілігін және әдіснамалық жаңалықтарын теориялық және салыстырмалы талдау арқылы жүргізілді. Классикалық, штрауссиандық, конструктивистік және ситуациялық тәсілдердің мемлекеттік саясат пен басқару саласына маңызы қарастырылады.

Оригиналдылық / құндылық – Зерттеу НТ-ді академиялық ғылым мен практикалық мемлекеттік басқаруды байланыстыратын құнды құрал ретінде ұсынады. Ол әлеуметтік әділеттілік, инклюзивтілік және азаматтардың тәжірибесін ескеретін басқару үлгілерін құрудағы маңыздылығын көрсетеді.
