APPLICATION OF INTERNATIONAL EXPERIENCE OF PROJECT SYSTEM IN PUBLIC GOVERNANCE

Abstract

In many developed foreign countries, the project approach in the field of public administration has proven to be quite effective. In this regard, it is advisable to consider international experience in the application of the project approach, problems that arise, errors.
The purpose – of this article is to review the accumulated experience in various countries, to identify the shortcomings of project management in order to avoid them or reduce them when they are introduced into the government of Kazakhstan.
Methodology – The scientific and practical significance of the work lies in the fact that a comparative analysis of project management models has been carried out and a proprietary model has been proposed that is acceptable for Kazakhstan with regard to its features. This will reduce the material and time costs of developing and implementing project management in the structure of public administration in Kazakhstan. Mainly used synthesis, comparative analysis.
The following conclusions – were made: the indisputable value of project management for Kazakhstan was established, in which project management is widely used in various fields of activity, especially in business structures. However, there is a lag in public administration, which needs to be overcome with the help of the proposed adapted original model of the project approach in the field of public administration. The modern needs of public administration in Kazakhstan are justified in the use of adapted positive foreign experience in the formation of a national model of project management in public administration in Kazakhstan. There are drawbacks to the concept and methodology of project management. International and national standards developed abroad in the area of the project approach are given.
The value – of the research performed is that this work makes a definite contribution to project management in the government of Kazakhstan. The reasons for the difficulties in introducing this management technology in the form of insufficient and fragmentary training of specialists in the field of public administration, the lack of differentiation between process and project activities, the peculiarities of the bureaucratic apparatus in various countries have been established.
