В связи с этим целесообразно рассмотреть международный опыт применения проектного подхода, возникающие проблемы, ошибки.Цель исследования – изучение накопленного опыта в различных странах,анализ недостатков проектного менеджмента с целью избежать их или уменьшить при внедрении в государственное управление КазахстанаМетодология исследования – научная и практическая значимость работы заключается в том, что выполнен сравнительный анализ моделей проектного менеджмента и предложена собственная модель, приемлемая для Казахстана с учетом его особенностей. Это позволит сократить материальные, временные затраты на разработку и внедрение проектного менеджмента в структуру государственного управления Казахстана. В качестве методологических средств при написании работы преимущественно использовались синтез, сравнительный анализ, дедукция.Ценность– выполненного исследования заключается в том, что данной работой вносится определенный вклад в теоретическое осмысление специфики внедрения проектного менеджмента именно в государственное управление Казахстана, как отрасли, в которой отмечается отставание в применении данной технологии менеджмента. В практическом аспекте выявленные проблемы при внедрении проектного менеджмента в различных странах позволят избежать повторных ошибок, повысить эффективность внедряемых проектов в государственном управлении, сэкономить ресурсы и достичь более четкого результата.Результаты исследования – установлена неоспоримая ценность проектного менеджмента для государственного управления Казахстана, в котором широко применяется проектный менеджмент в различных сферах деятельности, особенно, в бизнес-структурах. Однако в государственном управлении отмечается отставание, его можно преодолеть при помощи предложенной адаптированной оригинальной модели проектного подхода. Обосновано использование адаптированного положительного зарубежного опыта при формировании национальной модели проектного менеджмента. Выявлены недостатки концепции и методологии проектного менеджмента. Приведены международные и национальные стандарты, разработанные за рубежом в сфере проектного подхода. Отмечены основные проблемы, которые могут возникнуть при использовании проектного менеджмента в сфере государственного управления Казахстана, что имеет высокую практическую ценность выполненного исследования. Установлены причины затруднений при внедрении этой управленческой технологии, в их числе и фрагментарная подготовка специалистов в сфере государственного управления, отсутствие дифференциации между процессной и проектной деятельностью, особенностей бюрократического аппарата в различных странах. Также отмечается значительное влияние финансирующих организаций высшего уровня, в ряде случаев проводящих свою политику и продвигающих собственные ценности, которые оказываются неприемлемыми для нации, как в целом, так и для отдельных ее представителей, осуществляющих управленческие функции. Возникающее противоречие в данном аспекте приводит к отрицательному результату.</p></abstract><trans-abstract xml:lang="en"><p>In many developed foreign countries, the project approach in the field of public administration has proven to be quite effective. In this regard, it is advisable to consider international experience in the application of the project approach, problems that arise, errors.The purpose – of this article is to review the accumulated experience in various countries, to identify the shortcomings of project management in order to avoid them or reduce them when they are introduced into the government of Kazakhstan.Methodology – The scientific and practical significance of the work lies in the fact that a comparative analysis of project management models has been carried out and a proprietary model has been proposed that is acceptable for Kazakhstan with regard to its features. This will reduce the material and time costs of developing and implementing project management in the structure of public administration in Kazakhstan. Mainly used synthesis, comparative analysis.The following conclusions – were made: the indisputable value of project management for Kazakhstan was established, in which project management is widely used in various fields of activity, especially in business structures. However, there is a lag in public administration, which needs to be overcome with the help of the proposed adapted original model of the project approach in the field of public administration. The modern needs of public administration in Kazakhstan are justified in the use of adapted positive foreign experience in the formation of a national model of project management in public administration in Kazakhstan. There are drawbacks to the concept and methodology of project management. International and national standards developed abroad in the area of the project approach are given.The value – of the research performed is that this work makes a definite contribution to project management in the government of Kazakhstan.
