ҚАЗАҚСТАНДА ҚҰРАМЫНДА ҚАНТ БАР СУСЫНДАРДЫ ТҰТЫНУ КЕЗІНДЕГІ ЭКОНОМИКАЛЫҚ ШЫҒАЛДАРДЫ ДЕҢГЕЙЛЕУ ЖОЛДАРЫ

Зерттеу мақсаты – Қазақстанда құрамында қант бар сусындарды (бұдан әрі – ҚБС) тұтынудан болатын экономикалық залалды нивелирлеу бойынша ұсынымдар әзірлеу болып табылады. Бұл құрамында қант бар сусындарды тұтынудан болатын экономикалық зиянға байланысты, көбінесе халықтың еңбекке қабілеттілігін төмендететін түрлі ауруларға әкеледі. Азық-түлік нарығын реттеудің халықаралық тәжірибесі әлемдік экономикалық кеңістікте осындай проблемалардың бар екендігін және көптеген елдердің мемлекеттік реттеу әдістерімен қант қосылған сусындарды тұтынудан болатын экономикалық залалды теңестірудің тиімді жүйесін әзірлеу жолдарын іздестіруді көрсетеді. Бұл халықтың денсаулығын жақсартуға, оның өмір сүру сапасын және экономикалық өсуге ықпал ету мүмкіндіктерін арттыруға бағытталған мемлекеттік саясаттың бағдарларының бірі.

Әдіснамасы – Зерттеудің әдіснамалық базасы ретінде жүйелік, салыстырмалы, функционалды, экономикалық-статистикалық талдау және синтез әдістері, математикалық әдістер қолданылды.

Зерттеудің бірегейлігі/құндылығы – ҚБС тұтыну нәтижесінде дамитын Қазақстан халқы арасындағы аурулардың санын, оның халықтың еңбекке қабілеттілігіне әсерін талдау негізінде Daly коэффициенті негізінде қант қосылған сусындарды тұтынудан болатын ықтимал экономикалық залалға баға берілгендігінде. Мәселен, Қазақстанда жүргізілген зерттеу нәтижелері бойынша құрамында қант бар сусындарды қолдануды жалғастыру кезінде аурулардың дамуы кезінде жоғалған (жоғалған) пайда мөлшері 2023 жылы ғана 3,2 трлн теңгені құрады. Зерттеулер Қазақстан Республикасы Денсаулық сақтау министрлігінің диспансерлік есепте тұрған науқастар туралы ақпараттық жүйелерінің деректері негізінде жүргізілді.

Зерттеу нәтижесі – Халықтың денсаулығын жақсартуға, өмір сүру сапасын арттыруға және Қазақстанда экономикалық өсуге ықпал ететін құрамында қант бар сусындар нарығын реттеуге бағытталған салық салу жүйесін әзірлеу жөніндегі ұсынымдар болып табылады Зерттеу халықты сауықтыру, оның өмір сүру сапасының деңгейін арттыру және олардың елдің экономикалық өсуін қамтамасыз етуге әсері бойынша тиімді мемлекеттік саясатты әзірлеудің құнды құралы бола алады.
