Она обусловлена экономическим ущербом от употребления напитков, содержащих сахар, зачастую приводящих к различным заболеваниям, снижающих трудоспособность населения. Международная практика по регулированию продовольственного рынка свидетельствует о существовании подобных проблем в мировом экономическом пространстве и поиске многими странами путей разработки эффективной системы нивелирования экономического ущерба от потребления напитков с добавлением сахара методами государственного регулирования. Это один из ориентиров государственной политики, направленной на улучшение здоровья населения, повышение качества его жизни и возможностей способствования экономическому росту.</p><p>Методология исследования основана на использовании методов системного, сравнительного, функционального, экономико-математического -статистического анализа и синтеза.</p><p>Оригинальность (ценность) исследования заключается в том, что на основе анализа количества заболеваний среди населения Казахстана, развивающихся в результате потребления ССН, его влияния на трудоспособность населения дана оценка потенциального экономического ущерба от употребления напитков с добавлением сахара на основе коэффициента DALY. Так, по результатам исследования в Казахстане размер упущенной (потерянной) прибыли при развитии заболеваний при продолжении употребления сахаросодержащих напитков составил только в 2023 году 3,2 трлн тенге. Исследования проведены на основе данных информационных систем Министерства здравоохранения Республики Казахстан о больных, находящихся на диспансерном учете.</p><p>Результатами исследования являются рекомендации по разработке системы налогообложения, направленной на регулирование рынка сахаросодержащих напитков, способствующая улучшению здоровья населения, повышению качества жизни и экономическому росту в Казахстане</p><p>Исследование может стать ценным инструментарием разработки эффективной государственной политики по оздоровлению населения, росту уровня качества его жизни и влиянию их на обеспечение экономического роста страны.</p></abstract><trans-abstract xml:lang="en"><p>Purpose of the research – To develop recommendations on leveling the economic damage caused by the consumption of sugar-sweetened beverages (hereinafter – SSB) in Kazakhstan. It is caused by the economic damage caused by the consumption of drinks containing sugar, which often lead to various diseases that reduce the working capacity of the population. International practice in regulating the food market indicates the existence of similar problems in the global economic space and the search by many countries for ways to develop an eﬀective system to oﬀset the economic damage from the consumption of beverages with added sugar by government regulation methods. This is one of the guidelines of the state policy aimed at improving the health of the population, improving their quality of life and opportunities to promote economic growth.</p><p>The research methodology is based on the use of methods of systematic, comparative, functional, economicmathematical-statistical analysis and synthesis.</p><p>The originality (value) of the study lies in the fact that based on the analysis of the number of diseases among the population of Kazakhstan that develop as a result of SSB consumption and its impact on the working capacity of the population, an assessment was made of the potential economic damage from drinking beverages with added sugar based on the DALY coeﬃcient. Thus, according to the results of a study the size of lost proﬁts in the development of diseases with continued consumption of sugar-sweetened beverages amounted to 3.2 trillion tenge in Kazakhstan in 2023.
