IMPACT OF FINANCING OF ANTI-CRISIS PROGRAMS ON CRIME ACTIVITY IN KAZAKHSTAN

Abstract

Purpose of research. This study aims to identify the relationship between the dynamics of criminal activity and economy decline on the example of previous economic crises of 2008-2010 and 2014-2016 as well as the impact of anti-crisis programs on leveling the consequences of crises with the possibility of extrapolating the results to 2020-pandemic.
Methodology. In order to study the prospects for the growth of criminal activity in Kazakhstan, researchers use historical and comparative methods based on official statistics and materials of official bodies.
Originality / value of research. The results obtained help to understand how the crime rate changes during economic crises and what factors influence its dynamics.
Findings. The authors identified the relationship between crime and economic crises in the Republic of Kazakhstan. Surprisingly, but in practice it turned out that in 2008-2010 and 2014-2016 crime went down, not up as it was expected. The only reason to this was the large-scale monetary injections into the economy by the government. Then, after the completion of state programs, crime either increases slightly, or remains at the same high level. At the same time, during the economic crisis under the coronavirus pandemic in 2020 the most popular categories of crime (theft, fraud, plundering and robbery) are also kept on an annual level by the influence of public assistance from the state.
Conclusions can be used by public authorities and the private sector in planning long-term strategies or policies for action.
