Межрегиональная мобильность учащихся: тенденции и данные по Казахстану

Аннотация

Цель исследования – изучить межрегиональную мобильность учащихся в Казахстане, исследуя потоки к двум основным метрополитенским центрам Астане и Алматы.

Методология – на основе административных данных Национальной образовательной базы данных (НОБД), охватывающих полный контингент учащихся общеобразовательных школ с 2019 по 2025 год, авторы построили лонгитюдную панель из приблизительно 20 миллионов учеников-лет наблюдений за шесть переходных периодов и оценили линейные вероятностные модели с фиксированными эффектами области и года.

Оригинальность / ценность исследования – это первый анализ межрегиональной мобильности учащихся на индивидуальном уровне в Казахстане; результаты имеют значение для планирования мощностей в принимающих регионах и стратегий удержания кадров в отдающих регионах.

Результаты исследования – мобильность учащихся социально стратифицирована учащиеся частных, селективных школ и те, кто не получает адресной социальной помощи, значительно чаще переезжают, при этом обучение в частной школе более чем вдвое увеличивает базовую вероятность мобильности. Направления различаются: учащиеся с русским языком обучения реже переезжают в Астану, но чаще в Алматы, что отражает различные языковые профили двух городов. Модели школьного уровня подтверждают, что мобильность сконцентрирована в определённых типах учреждений, при этом значения R-квадрат достигают 0,31–0,39 по сравнению с менее чем 0,01 на индивидуальном уровне. Анализ чистых потоков показывает, что Астана приняла более 52 000 учащихся за период исследования, при этом ежегодный приток утроился с 2020 по 2025 год.
