Цель исследования – провести анализ действующей практики надзора за деятельностью профессиональных участников рынка ценных бумаг и разработать на его основе рекомендации по его совершенствованию.

Методология – методологическую основу исследования составляют фундаментальные положения экономической теории, теории финансов, современные концепции финансового посредничества и финансового надзора, а также теоретическое наследие ученых, посвященных проблемам построения системы надзора за деятельностью профессиональных участников рынка ценных бумаг. Для решения поставленных задач использован комплекс общенаучных и специальных методов исследования: научная абстракция, индукция и дедукция, анализ и синтез, логическое обобщение.

Оригинальность / ценность исследования – предложенных в работе рекомендации, при условии их практического внедрения, будут способствовать преобразованию системы надзора за деятельностью профессиональных участников рынка ценных бумаг в Казахстане в конкурентоспособную среду, повышению ее устойчивости к внешним воздействиям и обеспечению финансовой стабильности в долгосрочном периоде.

Результаты исследования – в результате исследования предложен комплекс рекомендаций, направленных на совершенствование действующей системы надзора за деятельностью профессиональных участников рынка ценных бумаг.

Purpose of the research is to determine ways to improve state supervision over the activities of professional participants in the Kazakhstani securities market.  

Methodology – the methodological basis of the research consists of the fundamental provisions of economic theory, fi nance theory, modern concepts of fi nancial intermediation and fi nancial supervision, as well as the theoretical legacy of scientists devoted to the problems of building a system of supervision over the activities of professional participants in the securities market. To solve the tasks set, a complex of general scientifi c and special research methods was used: scientifi c abstraction, induction and deduction, analysis and synthesis, logical generalization.  

Originality / value of the research – the recommendations proposed in the paper, subject to their practical implementation, will contribute to the transformation of the system of supervision of the activities of professional participants in the securities market in Kazakhstan into a competitive environment, increase its resistance to external infl uences and ensure fi nancial stability in the long term.  

Findings – as a result of the study, a set of recommendations aimed at improving the current system of supervision over the activities of professional participants in the securities market is proposed.
